Take note of whopping increase by 412 percent in crime against women during last year, the commissioner of Delhi police chief BS Bassi announced on Friday that charge sheet in rape cases would be filed within 20 days of the arrest of the accused.

Failure will lead to a notice to Joint Commissioner of Police and then a notice to Special Commissioner of Police if no chargesheet is filed within 30 days. Special Commissioner of Police (Crime) will further report the matter to the Commissioner.

“To stop crime against women is our first priority. Now onwards, charge sheet in rape cases has to be filed within 20 days,” Bassi said during annual press conference.

Though crime figures of last year clearly reflect tremendous increase in crime, the commissioner said that ensuring registration of cases has always been his priority. “Needless to say, the process of providing justice to victim of a cognizable crime cannot begin unless an FIR is registered upon complaint. Let the crime figure goes high. Our prime focus should be providing safety and addressing every complaint and strict instructions have been given to police stations that people should not be turned away,” Bassi said.

There has been a 43.6 percent increase in overall crime in 2013 compared to 2012 as 73,958 cases were registered under the Indian Penal Code in 2013 against 51,479 in the previous year.  The commissioner said that that they were also able to solve 48.8 percent of the cases.

The commissioner added that close to 90 percent of rape cases were also solved.

This year, the Delhi Police will focus on missing children. More police officials will be tasked to trace the missing and kidnapped kids. “Kidnapping case will be registered immediately on receipt of complaints of missing children,” said Bassi. In 2013, 5,565 kidnapping cases were registered, against 3,503 in 2012.

The police another priority this year is to rein in rash drivers and make the city roads safer for people. Lane disciple will be taught to commercial vehicles as most of the accidents take place due to them. “Extensive drive will be carried out for this purpose,” he said.

Appreciating the work of police control room, the commissioner said that last year the control room attended 85,84, 101 calls in which 23, 66, 935 calls were actionable.  “The police control room van quickly responded to injure people throughout the year. Last year, 30,111 injured people were taken to hospital by the PCR van.  The officials of PCR van also caught 567 criminals and recovered 140 vehicles,” said Bassi.

He also announced that Delhi police officials will get training class on updated laws, technologies and rules formulated in judiciary and policing system every year. “Our men are very dedicated to work but sometimes I found they are lacked with legal knowledge about the technologies and rules adopted by the judiciary and police. Every officer will get the training for seven days by the guest faculties in the organization,” added the commissioner.
